Kakashi had a hard time taking the Godaime seriously. Especially when he was reading any one of the Icha Icha series. It's not that he doubted her strength or capacity to make difficult administrative decisions. In fact, he knew she could kick his ass in any of those areas. Sakura also served as a testament to Tsunade's skill. No. The reason he had difficultly keeping a straight face around her was Zairuko, a character in Jiraiya's novels that was blatantly based on the female Hokage.
