Tsunade had always thought that Jiraiya was kidding when he claimed that he loved her. After all, he never expounded her virtues. In fact, he was much more likely to point out her flaws. However, Jiraiya thought that she should have already known that he thought she was beautiful. Why should he mention it if it was that obvious?
