Tomo is a martial artist. She's so strong, so good, that she has to practice with boys because she can't hold back her strength. A boy she's been with daily since they were kids, her next door neighbor, has grown up and Tomo-chan realizes she likes him. So she tries to get his attention as a woman. Hijinks ensue. 

The side characters, especially Carol, steal the scenes as the two idiots try to increase Tomo's girl power to the point her man will actually notice her. It is a cute romance show, and does NOT take place in Tokyo. 

Carol's voice actress is from LA, and does the voice in both Japanese AND English dubs. Nice to hear a character pronounce the L properly.
