You're getting better, definitely a worth while story. If you want a reason for the Strawhats fighting the Akaiken then it would probably be Sanji and Luffy going after Genma for stealing their food and maybe Nami attacking for beli theft by Genma as well. Now I'm thinking that Akane should probably eat an Akuma no Mi since she's already a hammer in the water. Though if you do you may want to give her an ability that would help with her obvious lack of stealth. Maybe something that will allow her to make things completely silent or something. Either that or something that could give her an advantage in the dark. I hope for more.

It appears to me that in this story Nabiki has just eaten a Zoan Akuma no Mi. A Tori Tori no Mi, since there are different versions of the Neko Neko no Mi and Inu Inu no Mi, there are probably different versions of the Tori Tori no Mi, Chaka just happen to eat the falcon one. Now Nabiki has probably eaten either the version raven or the version crow. I have no clue what raven is in japanese but crow is pretty common knowledge. And in case you're not aware as to what crow is it's Karasu. You've done well with this story, I hope for more.

Just to let you know the Skypeia Ark on One Piece may seem long, but in truth the Mugiwara Kaizokudan were only in Skypeia for a total of two days. If you add the events that led to them going to Skypeia people, the Rainbow Mist, to the man marooned and the sheep eating his money, to Mocktown and Bellamy on Jaya as well as the marine base they landed in after they left Skypeia. That would probably insure that Luffy and the crew would have to much to worry about during that time to look up current events on other pirates, well at least until they find themselves out of a marine base and with some free time. I know that the marine base that they land in is only a filler but it helps with time before the Akaiken Kaizokudan meet the Mugwara Kaizokudan.
